Paul is saying that the law defined what is good and what is bad. By defining some actions as bad the law in effect is presenting the option of doing wrong and some will choose it. The law, beautiful as it was, became something ugly in the lives of the people because it had been misused against them. Paul himself struggled because he wanted to do good but didn’t always because he was sinful. He knew also what was wrong but couldn’t stop himself from doing that. His problem is the problem for all humanity in that sin can be more than quietly seductive: the problem is resisting its charms.
